Now days, with the rapidly development of exclusive investment and joint venture shoes factories, leading the development of China's shoes industry. According to the showing of some related materials, in 2000, China's shoes exporting would overfulfil ten billion dollars. China has become the biggest base of the world on shoes production, consuming and exporting, having the large markets and plenty material resources, with the powerful basic industry, we can estimate the development of China's shoes industry have a huge potentiality.
  From the 80's, because of the reasons about using more labors to make shoes, labors' cost is increasing, profit is decreasing, it's hard to some of the shoes makers in America and Europe to develop in their countries, so they transferred to overseas and open up the new processing base. Now, the center of the shoes industry has been transferred from Europe and North America to Far-East, China is the focus of this transfer, so as to develop China's shoes industry speedily.   But, there still have some disadvantages in China's shoes industry.
  1.The modernize of production is not very good, scattered-production, careless-management, backward technical.
  2. The structure of products is unreasonable. The middle and low-grade products is excessing, the processing ability of high-grade products is not enough.
  3. Lacking in shoes production technical, the duplicate developing of products and the plagiarism from the other styles are still very serious.
  4. The professional personnel of shoes making is not enough. A lot of enterprises train the professional personnel by themselves, but it is too slow in return. Because the education of shoes specialty is backward, and lack understanding to the new crafts, new materials, new machinery, and the higher education of shoes specialty cannot follow up the development of industry, the development of shoes industry is also limited. It's hard to some large enterprises to apply the scientific management, because of lacking the professional personnel are familiar with shoes specialty and management
   5. Because of the influence of mechanism, resources and objective environments, some of middle and small-sized enterprises always ignore the importance of inner-enterprises management, causing the divorce on design, produce, sales and managements.
